On Friday, February 12, an investment project for the development of the western part of Oktyabrsky Island was presented at the meeting of the council for improving the investment climate in the region.
Governor Anton Alikhanov recalled that the concept for the development of the island's territory was developed back in 2019 by Strelka construction bureau specialists. The standard of integrated development of territories was taken as a basis - Oktyabrsky Island is considered as a pilot site for it.
“This should become a territory of comfortable life for citizens and attractive for entrepreneurs. It is fundamentally important to provide for the development an integrated approach of this territory that takes into account urban planning requirements, transport, environmental factors, in general - the prospects for social and economic development of the regional center. With this aim it was decided to make the Kaliningrad Region Development Corporation, a structure subordinate to the regional government, as a single operator of the investment project,” the head of the region noted.
The considered territory for development is located between the Second flyover bridge and the channel along the East flyover bridge. According to the concept, this part of the island is developed for those who lead an active and busy lifestyle - there will be shops, cafes, restaurants, business centers, sports infrastructure, museums near the living houses. Residential development in this part of the city is represented by quarters with quiet courtyards and active outer streets.
The presence of business in this part of the city involves the development of business, commercial and hotel infrastructure. Entrepreneurs will be offered office space on the first floors of buildings - they will form an active front of streets and create pedestrian flows. Business centers will be created for large companies, hotels and apart-hotels will be located next to business infrastructure facilities. Shopping centers will be integrated into the development, acting as visual accents.
The development project takes into account the proximity of this area to water. Along the embankments, there are pedestrian zones united by green streets. Recreation areas, sports grounds, dry fountains are being organized.
The number of storeys in the main building area will be 4-9 floors. Several high-rise buildings, up to 20 storeys, are included in the project as spatial reference points, buildings-accents.
The social infrastructure will include kindergartens, schools and a polyclinic.
The investment project for the complex development of the western part of Oktyabrsky Island is estimated at 61.6 billion rubles.
